Introduction

Ministry of Micro, Small & Medium Enterprises
The Ministry of Micro, Small and Medium Enterprises (M/o MSME) is the administrative Ministry in the Government of India for all matters relating to Micro, Small and Medium Enterprises. It designs and implements policies and programmes through its field organisations and attached offices for promotion and growth of MSME sector.

Ministry of Micro, Small & Medium Enterprises (M/o MSME) envision a vibrant MSME sector by promoting growth and development of the MSME Sector, including Khadi, Village and Coir Industries, in cooperation with concerned Ministries/Departments, State Governments and other Stakeholders, through providing support to existing enterprises and encouraging creation of new enterprises.

The M/o MSME is having two Divisions called Small & Medium Enterprises (SME) Division and Agro & Rural Industry (ARI) Division. The SME Division is allocated the work, inter- alia, of administration, vigilance and administrative supervision of the National Small Industries Corporation (NSIC) Ltd., a public sector enterprise and the three autonomous national level entrepreneurship development/training originations. The Division is also responsible for implementation of the schemes relating to Performance and Credit Rating and Assistance to Training Institution, among others. SME Division is also responsible for preparation and monitoring of Results- Framework Document (RFD) as introduced in 2009 by the Cabinet Secretariat under Performance Monitoring and Evaluation System (PMES). The ARI Division looks after the administration of two statutory bodies viz. the Khadi and Village Industries Commission (KVIC), Coir Board and a newly created organization called Mahatma Gandhi Institute for Rural Industrialization (MGIRI). It also supervises the implementation of the Prime Minister's Employment Generation Programme (PMEGP). The Micro, Small and Medium Enterprises- Development Organisation (MSME-DO) is headed by the Additional Secretary & Development Commissioner (MSME). The Office of the Development Commissioner (Micro, Small & Medium Enterprises) assists the Ministry in formulating, co-ordinating, implementing and monitoring different policies and programmes for the promotion and development of MSMEs in the country.

The Development Commissioner (MSME) have a network of 30 MSME-Development Institute(MSME-DI), 28 Br. MSME-Development Institute(Br. MSME-DI), 4 MSME-Testing Centres (MSME-TCs), 7 MSME-Testing Stations (MSME-TSs), 21 Autonomous bodies which include 10 Tool Rooms (TRs) and Tool Design Institutes (TDI), 4 MSME-Technology Development Center(MSME-TDC), 2 MSME-Technology Development Center-Footwear(MSME-TDC), 1 Electronics Service & Training Centre (ESTC), 1 Institute for Design of Electrical Measuring Instruments (IDEMI) 2 National Level Training Institutes, and 1 Departmental Training Institute and one Production Center.

A vast network of field organisations and institutes across the country operate according to the aims, objectives and guidelines laid down by Developmet Commissioner (MSME).

There are 30 MSME-DIs and 28 Branch MSME-DIs set up in state capitals and other industrial cities all over the country. The main activities of these institutions are as follows:-

  • Assistance/Consultancy rendered to existing units

  • Preparation of State Industrial Profiles

  • Preparation/Updation of District Industrial Potential Surveys

  • Project Profiles, Industrial Training, ISO Programmes, EDPs/MDPs/IMCs & other Special Training Programmes etc.

The Micro, Small and Medium Enterprises Development Institute, New Delhi, a field office of the Development Commissioner (MSME), Ministry of Micro, Small and Medium Enterprises, Government of India, provides a range of services for promotion and up-gradation of Small-Scale units in the jurisdiction of State of Delhi,District Faridabad of Haryana and districts Gautam Budh Nagar & Ghaziabad of Uttar Pradesh by providing consultancy on projects and areas of investment including technical information for selection of suitable plant and machinery, manufacturing process, products designing & diversification, plant lay out preparation etc.
The Institute assists the Micro, Small and Medium Enterprises in upgrading their knowledge and improving their technical skills through structured management and skill up gradation programmes. With hard determination and sincere efforts, the Micro, Small and Medium Enterprises Development Institute, Okhla, New Delhi has taken the onus and is paying special attention to make remarkable contribution in these areas of activities for the development of entrepreneur resource in small-scale sector in particular and to generate more employment.
